Congress said he could not do this (while they were out of session) and they tried to impeach him. They came within one vote of the impeachment. Lorenzo never served at Secretary of War, but was Adjutant General for several years. His son, Evan Thomas, is buried in Arlington Cemetery because of bravery at Gettysburg.
